Firstly, you need to find out what talent lies beneath the surface using reliable validation methods and tools.  The next step is what to do with this talent, is it good enough just to be aware? How do you take this forward in a plan that benefits you or your environment?

If it’s a work situation this is vital to the environment, your duties and how you connect with, what are their talents and how do you effectively connect with these talents?
